Google added this icon to raise awareness that a site is not secure. The idea being that all sites will soon encrypt all information passed between user and server, ensuring a safer online environment.

SSL (Secure Sockets Layer) secures and encrypts the connection between a user’s computer and your website, ensuring that any information (i.e payment / contact info) transferred is safe from anyone waiting to intercept.

Google has also indicated that their search algorithm will prioritise websites that are SSL enabled, therefore ranking them higher than those that do not. In other words, you could be penalised for not making your site secure.
